CES got its start by providing construction inspectors for VDOT preventative maintenance work.

Our Story

CES is an engineering and construction management firm focused on quality, safety, compliance, innovation, and value. The firm was founded in 2010 by three construction professionals with a passion for resolving complex construction, time, and cost issues to ensure transportation and civil infrastructure are safe, durable, and compliant.

Installing Interstate and roadway directional signs and lighting for I-95 / Route 630 diverging diamond interchange and the commuter parking lots was one of our first construction-at-risk projects.

The firm began as a DBE and SWaM firm certified by the Virginia Department of Small Business and Supplier Diversity. We started with 10 employees practicing construction management, construction inspection, and project controls services with a focus on the construction of transportation infrastructure for VDOT’s Northern Virginia District.

Over the years, CES expanded its services to include utility management services in 2013, construction at risk services in 2016, and civil engineering services in 2021. We also expanded our geographical reach to serve VDOT districts throughout the Commonwealth, MDOT, DDOT, and local transportation agencies in the Mid-Atlantic region. The firm now has more than 180+ construction managers and inspectors, engineers, project controls professionals, and construction personnel who practice from offices in Warrenton, Dulles, and Chesapeake, Virginia and Millersville, Maryland.

Today, CES serves in key leadership roles on some of the most regionally significant P3 and design-build projects in the Commonwealth such as the $565M I-95 Express Lanes Fredericksburg Extension.

In addition, to more than 300 design-bid-build projects under our belt, CES has proven to be a key asset on more than 40 design-build and P3 projects ranging in value up to 3.8B. This experience includes providing key leadership for regionally significant projects such as the I-395 Express Lanes, the 1-95 Rappahannock River Crossings, and Hampton Roads Bridge Tunnel Expansion.

What is next? Our goals include expanding into new states; expanding our footprint in the federal market; and building our portfolio of vertical construction projects.
