More than 150,000 motorists a day commute on one of the most congested sections on I-95 between the Route 17 and Route 3 interchanges in Fredericksburg, VA. VDOT is relieving congestion along this 4-mile segment of I-95 by doubling capacity of the interstate with the addition of three travel lanes in each direction in the median between Route 17 and Route 3 including new bridges over the Rappahannock River. The key features of this design-build project are the construction of two new 1,210-foot-long steel-girder bridges over the Rappahannock River to carry the new general-purpose lanes; conversion of existing lanes to collector-distributor lanes for local traffic; and a new commuter parking facility.
Quality Control Management:
CES inspects, tests, and maintains thorough documentation of all construction materials and operations and works with the contractor, the quality assurance team, and VDOT to facilitate solutions to design and field issues including non-compliant work of all roadway and bridge components including critical operations such as asphalt and concrete placements, mass concrete pours, reinforcing steel, girder erection, foundation exploration, drilled shaft foundations, earthwork, excavation, shoring, drainage, and utility relocations.
Utility Management:
CES coordinates utility relocations with 10 utility providers to determine the most cost-effective strategies for installing a new conduit system around the bridge foundation and under I-95; undergrounding communication fiber and coax cables; and adjustable height poles. CES developed a protect-in-place protocol for utilities that were not in conflict; verified locations of underground utilities; and resolved conflicts. Also, we coordinate relocations, installation of an ITS communications system, and the removal of inactive utilities with the adjacent I-95 Express Lanes Fredericksburg Extension project. All utility relocations were performed with no impacts to the construction schedule.
