Rethink Route 9 Traffic Calming Project

The project for the town of Hillsboro included streetscape, safety and infrastructure improvements intended to revitalize the historic Main Street and promote a safe multi-modal environment. This $14M traffic calming project involved the construction of the following upgrades:

  • Two single-lane roundabouts at the eastern and western entrances to the town to calm traffic while improving local and through traffic flow,
  • A connected sidewalk system, multi-modal paths, and trails to facilitate safe bike and pedestrian access throughout Hillsboro,
  • 50+ on-street parking spaces,
  • Streetscaping with native plant species; restoration of the historic tree canopy; and use of durable and historically context-sensitive materials,
  • A new safe municipal drinking water system,
  • A subsurface stormwater management system, and
  • Undergrounding of overhead utilities aiding in much needed and appreciated utility resilience.

Utility Management:
CES worked with the design team, utility providers, and contractor to coordinate utility relocations and installations. The CES Utility Coordinator developed the relocation strategy for each construction phase, individual and the overall utility schedules, and recommended plan and MOT modifications. This resulted in clearing the utility conflicts in advance of the construction operations to keep the project on schedule as well as completing the Dominion and Verizon relocation efforts 3 months early. The utility relocation strategy was modified as the project was being constructed to adjust to the challenges that were encountered. As a result of the advanced coordination efforts by CES, utility costs were reduced by almost $350K. CES also identified the local detour to enhance the Rt 7 corridor rerouting as well as developed the concept for the daily MOT plan. This was later used as a basis for the road closures that used the eastern and western roundabouts to control the traffic movements.

Project Controls:
CES’ Senior Schedule Analyst reviewed and approved the baseline schedule and monthly schedule updates. He evaluated delay impacts due to a watermain collapse and provided schedule-based mitigation options, which were instrumental in reducing the potential delay by four months and saving $1M.

Due to the numerous efficient, effective, and proactive actions undertaken by CES, the project received numerous awards including:

  • 2021 Commissioner’s Award in the Outstanding Project Delivery or Partnership
  • VML 2021 Innovation Awards in Local Government, Economic Development
  • WDCSITE 2021 Project of the Year
