Route 7 & Battlefield Parkway Interchange

This design-build project involved construction of a single-point urban interchange at Route 7 (East Market Street) and Battlefield Parkway to replace a signalized intersection and included ramps and a 2-span precast I-girder bridge over Route 7. The project also involved modifications to the signalized intersection an adjacent intersection; construction of two eastbound auxiliary lanes; the addition of cyclist / pedestrian accommodations along Battlefield Parkway, and addition of two additional left turn-lanes

Quality Control Management:
CES managed all QC activities to verify compliance with construction plans and specifications to build a functional and durable interchange safely, on schedule, and within financial constraints. CES used a partnering approach with the contractor, designers, VDOT and Town of Leesburg officials, utility providers, adjacent project personnel, property owners, and other stakeholders to facilitate cooperation and more efficient resolution to field and design issues.

Utility Management:
CES managed and coordinated the utility relocations and installations as well as defined construction phasing of utility work. We documented coordination with affected utility companies including costs, review of plans and estimates, master utility agreements, utility strategies, letters of authorization, UT-9 Reports, and schedules of phased construction. Also, CES developed cost estimates of duct bank installations and associated systems not provided by utility companies. This work included the concept layout of the utility duct bank systems, which involved identifying easements and rights-of-way for needs for construction. The project did not have any utility-related delays or impacts, which contributed to the project being completed 29 days early.
