This contract involved the simultaneous construction of three projects along the Route 29 corridor:
- Construction of a grade-separated intersection at Route 29 and Rio Road using accelerated bridge construction (such as precast-concrete box beams, tie-back walls and other innovative methods)
- Widening of a 3-mile segment of Route 29 from 4 to 6 lanes including drainage, utility, and signal upgrades
- Construction of a 2.3-mile extension of Berkmar Drive paralleling Route 29 including a new 715-foot-long bridge crossing over the Rivanna River, a bike lane, sidewalk, and a shared use path
Quality Assurance Management:
As part of the Quality Assurance management, inspection, and testing services, CES prepared and implemented the QA plan and the approved QA/QC program. We organized, updated, and tracked accurate and thorough QA documentation, which was instrumental in the efficient closeout of the overall project. CES worked with the contractor to mitigate construction quality issues; resolve non-compliant work; and resolve discrepancies in testing results. For example, we recommended procedural improvements that reduced rework and overall construction costs. We recommended solutions to project challenges such as meeting a fast-track schedule to avoid extensive monetary disincentives and 24-hour-a-day work operations requiring long QA/QC work hours and staffing coordination. Also, we were instrumental in facilitating solutions associated with maintaining heavy traffic volumes and safety for pedestrians; wet and dry utility relocations with numerous latent conflicts within tight urban workspaces; and maintaining access and minimizing impacts to businesses. As a result, there were no major traffic delays or accidents, and the accelerated bridge construction was completed 46 days ahead of the 103-day construction schedule.
