CES’ dedicated utility professionals have substantial experience managing a wide range of utility projects including design-bid-build, design-build, and locally administered projects. We provide the full spectrum of utility management services starting with test pitting during the utility preliminary engineering stage through utility field inspections during the relocation phase. In addition, we provide technical assistance for utility mitigation strategies during highway construction operations.

CES is one of the most respected utility management firms in the Mid-Atlantic region due to our ability to develop and administer time-and cost-saving strategies that avoid or mitigate utility conflicts and minimize right-of-way impacts. State and local agencies and partnering consulting firms rely on CES to manage utilities relocations because they know that we have a proven track record of efficiently resolving all types of utility-related challenges and facilitating cooperation between utility providers, designers, and contractors to deliver projects on-time and below budget.

CES’ utility management leaders developed a utility as-built mapping system using Radio Frequency Identification (RFID) markers, in-house mapping software, and global network satellite systems (GNSS). This advanced technology allows us to create as-built plans and record, store, and retrieve utility data with sub-foot accuracy. CES’ practice leaders were instrumental in developing RFID marking protocols and procedures that are used by engineers, designers, and contractors. Also, this system is used by contract locators to increase the accuracy of underground utility field locates. CES’ practice leaders have presented RFID technology at utility damage prevention conferences throughout the U.S. On top of that, they were active members of the ASCE committee that established the Standard Guideline for Recording and Exchanging Utility Infrastructure Data.

Client Testimonials

“Matt [Utility Manager] worked diligently with the Town, the utility companies and homeowners to protect historic resources, and replace a number of electric meters to bring them into compliance for the underground power lines. During construction Matt worked hand in hand with the utility companies to ensure that the relocations were scheduled per plan, and the connections to the homeowners were in place. . . Matt has provided invaluable guidance and insight to the Town during the planning and execution of this complex project. His straightforward, common-sense approach and on-the-ground problem-solving has been instrumental in the extraordinary efficiencies that have made this project a resounding success.”

Rethink 9 Traffic Calming Project

“This project had many challenges due to limited right-of-way in a heavily travelled semi-rural two-lane secondary roadway which parallels overhead power lines. During the pre-award process, CES provided important constructability comments that helped reduce the overall footprint of the project [reduced the scope of utility relocations] thereby saving the Department additional right-of-way and utility relocation costs.”
