This $3.8B design-build project along I-64, which carries more than 100,000 motorists at peak times, includes the construction of two new 2-lane bored tunnels, 10-mile highway widening including dynamic tolling, and replacing or reconstructing 24 bridges.
As a core member of VDOT’s program support services team, CES provides top-to-bottom VDOT support to make sure VDOT’s goals for compliance, quality, schedule, budget, and sustainability are met. CES supplies the Landside Resident Engineer, Quality Verification and Audit Manager, ITS Manager, Change Order Manager, Document Controls Specialists, Project Records Auditors, Quality Inspectors, Cost Estimators, and a Scheduling Specialist who work with VDOT and contractor counterparts on the design-build team to proactively identify and resolve project-related issues.
Construction Oversight:
CES administers VDOT’s owner assurance inspection and testing program and has inspectors assigned to roadway widening, bridge and tunnel construction, marine trestle replacements, and ITS/signalization installation and integration along the 10-mile corridor. In addition, our Resident Engineer conducts constructability and submittal reviews and develops claims avoidance strategies.
Quality Management:
CES’ quality management personnel develop monitoring systems to verify and validate design-build design and construction management processes; maintain project records and documentation; and perform owner independent assurance materials testing and sampling.
Project Controls:
CES’ project controls personnel manage the change order process; develop independent, bottoms-up cost estimates to validate change orders; and analyze construction schedules to identify trends, slippages, risks, and inefficiencies to assist VDOT with discussions with the contractor regarding progress and schedule impact mitigation.
