To relieve congestion and provide a smoother, more predictable ride on I-395, VDOT, in partnership with Transurban, extended the I-95 Express Lanes 8 miles along I-395 to the 14th Street Bridge. This $480M P3 project converted the northbound and southbound high-occupancy vehicle lanes to high-occupancy toll lanes and added a third lane to provide three reversible express toll lanes. Additional components of this project included the following:
- Adding a 4th general purpose lane on southbound I-395 between Duke Street and Edsall Road
- Constructing Seminary Road sound barriers
- Rehabilitating bridges on the I-395 general purpose lanes
- Improving the Pentagon South Parking Lot by installing a dedicated bus loop and a dedicated loop for sluggers and carpoolers
- Modifying 3 highway interchanges and 2 intersections
- Installing, repairing, and upgrading ITS components throughout the corridor including a dynamic tolling system, vehicle and occupant detection, CCTV, ramp control metering, corridor communication, and traffic signal integration.
- Improving adjacent local streets including sidewalks; rehabilitation of bridge decks; and signal upgrades
Construction Management:
CES provided oversight of QC and QA inspection activities and directly managed owner independent assurance and verification to confirm QC and QA inspections and testing along with the correction of deficiencies and non-compliant work. CES was a leader in the partnering process, which involved working collaboratively with many federal, state, and local stakeholders to plan solutions to field issues and expedite stakeholders’ approvals.
Project Controls:
Prior to construction we conducted independent constructability and biddability reviews; assisted with RFP and RFQ preparation; and drafted special provision language for incentive / disincentive milestones. CES was a collaborating author of the financial plan and annual updates, which identified funding sources and how they will be managed. During construction, CES reviewed and accepted preliminary and baseline schedules and monthly schedule updates; maintained a contemporaneous schedule as-built; and analyzed schedule impacts and what-if scenarios to determine delays and mitigation strategies.
VDOT rated CES’ performance as ‘Exceptional’ in two categories: Quality of Work and Cooperation / Coordination; and as ‘Exceeds Expectations’ in three categories: Management (including document management), Prosecution and Progress, and Adequacy / Availability of Work Force.
