The scope of this $106.7M project included widening of 2.2 miles of I-64 westbound between the twin bridges and the I-264 interchange, a new two-lane flyover ramp from I-64 west to the existing I-264 east, a new two-lane I-264 east collector-distributor road, and a new exit ramp from I-64 west to the new I-264 east collector-distributor road.
Project Controls:
During the pre-award phase, CES conducted an independent constructability review. Based on CES’ recommendations, VDOT modified the construction time determination report, which compressed the original conceptual schedule by nine months. During construction, we reviewed the baseline schedule and monthly schedule updates; maintained the contemporaneous schedule as-built; and conducted schedule impact analyses to determine timesaving and efficient methods to mitigate delays. In addition, we managed the evaluation of the contractor’s claim and provided the data to VDOT to dispute $24M in cost and schedule delay impacts. Based on our recommendations, the claim was rejected by the Department at the Commissioner’s hearing.
Construction Management:
CES provided construction inspection support to verify conformance with the contract documents; performed material book audits and project closeout; coordinated with VDOT, DEQ, and City of Virginia Beach; and reviewed contract work orders and claims to include review of all independent government estimates and C-10 packages.
