This P3 project extends the I-95 Express Lanes 10 miles south to Route 17 to connect to the I-95 Rappahannock River Crossing and create a connected 50-mile express lane corridor from Fredericksburg to the DC line. The scope of this project includes two reversible high-occupancy toll lanes, two new access points with four flyover ramps, two overpass replacements, and seven new bridge structures. Extending the express lanes will reduce heavy congestion and improve safety along the corridor.
Quality Assurance Management:
CES provides Quality Assurance Management including a Quality Management System Plan and Construction Quality Management Plan and routine audits to update and confirm compliance. In addition to independent quality assurance inspections, testing, and project records management, we are instrumental in facilitating solutions and mitigation strategies to complex design and field issues. Also, we monitor schedule and budget; provide input into design and constructability issues; conduct audits of QC records; approve materials; and maintain the materials book and other project records.
There are many sensitive wetland areas and stream crossings that must be protected within a 10-mile area. CES works closely with the QC team and the contractor to make sure the large quantity of erosion and sediment controls (ESCs) are inspected, working properly, are properly maintained and any discharges are mitigated and cleaned up immediately. CES uses PlanGrid to document ESC deficiencies and repairs. Environmental-related issues are discussed at weekly environmental meetings as well as plan changes needed to maintain compliance with environmental permit requirements.
Maintaining traffic is also challenging due to the high-volume, high-speed traffic and the adjacent I-95 Rappahannock River Crossing project. Any incident can cause massive regional traffic impacts. CES plays an integral role in coordinating changes to the Type C transportation management plan as well as lane and shoulder closures with the adjacent I-95 Rappahannock River Crossings projects.
